I know my mermaid wasn't exactly Little Mermaid, but I found a tube which looks like a thimble with lots of holes in the end worked well for her and a couple of other people I made, but that was just slightly firmer royal icing I used. Otherwise, I would use the sugarpaste gun thing. Another thought I had was to used fine (cooked) spaghetti and dust or paint over it, but that would give trouble with supporting it, unless using a fine layer over a moulded block of sugarpaste - sorry, just thinking out loud!
